DRUG DIVERSION SCHEMES CUT REOFFENDING MORE THAN PROSECUTION

SAT 13 JUN 2026

Drug diversion schemes led by police that steer people away from the criminal justice system and into treatment and education services are significantly more effective in reducing reoffending than prosecution, according to new analysis. Researchers examined outcomes across 13 English police forces to reach their conclusions. The study found that people are a third less likely to reoffend under decriminalisation-style schemes compared to traditional prosecution routes. The research represents the first comprehensive analysis of such programmes across England.

Drug diversion initiatives remove individuals from standard criminal procedures and redirect them towards support services instead. These schemes operate within existing police frameworks without requiring legislative change. Treatment and education form the core components of the alternative pathway. The approach allows police forces to implement the programmes independently whilst maintaining the criminal justice system's overall structure.

The findings suggest that diversion-based interventions produce measurably better outcomes for repeat offending rates than conventional prosecution methods. The analysis provides evidence base support for the continued expansion of such schemes. Police forces across England now have documented data demonstrating the effectiveness of these alternative approaches. The research may inform future policy decisions regarding drug-related offences and criminal justice procedures.
