COURT ORDERS STEPHEN LANG TO PAY £2,270.90 FOR LITTERING
Stephen Lang threw a parking notice towards a civil enforcement officer at Exchequer Quay car park in Penryn, Cornwall, according to Cornwall Council. The officer had issued the notice after finding his vehicle parked outside a marked bay. Lang challenged the notice, removed it from his vehicle and threw it on the ground. After the officer picked it up and put it back on the vehicle, Lang removed it again and threw it towards her.
The council said the officer’s body-worn camera and CCTV at the car park recorded the encounter. Cornwall Council said Lang was initially found guilty of littering on 20 November 2025. Lang, of St Martins Crescent in Camborne, received a £250 fixed penalty notice for littering. He did not pay it after a reminder and a warning that he could face prosecution. Truro Magistrates’ Court heard the case on 14 October 2026 and found Lang guilty in his absence.
The court ordered Lang to pay a £250 fine and £1,920.90 in costs. It also imposed a £100 victim surcharge, bringing the total to £2,270.90. Thalia Marrington, Cornwall Council’s cabinet member for community safety and public health, said: “It is both unacceptable to litter and to be aggressive to an officer doing her job.” She added: “We will not tolerate any abuse towards our officers.”
