UN REPORTS HIGHEST UKRAINIAN CIVILIAN DEATH TOLL SINCE 2022 INVASION START

The United Nations Human Rights Monitoring Mission reported that at least 437 civilians were killed and 2,610 injured in Ukraine during July, representing a 30 per cent increase from June and a 70 per cent increase compared with July 2025. The UN said this was the highest monthly civilian death toll since Russia's invasion began in 2022. The mission has verified 16,874 civilian deaths since the invasion commenced, though it cautioned that this figure likely significantly understates actual casualties, as it cannot confirm deaths in areas under Russian military control.

Kyiv sustained particular harm during July, with at least 54 civilians killed in the capital, making it "one of the hardest hit cities" according to the UN statement. The port city of Mariupol, which Russia besieged at the war's outset, remains included in the verified toll, though thousands are believed to have died there. Russian authorities reported a separate figure, stating that 79 civilians were killed in July according to their own account. On Thursday, a Russian drone struck a passenger train in Odesa region in southern Ukraine, killing two crew members, according to Ukrainian officials.

Ukraine's President Volodymyr Zelenskyy characterised the train attack as part of a Russian campaign of "terror", stating the train had been carrying 340 people. A Russian military official was also reported killed in an explosion in Russian-annexed Crimea on Thursday, according to Russian news agencies citing the Federal Security Service. The divergence between UN-verified figures and Russian-reported casualty numbers reflects the difficulty in independently confirming deaths across contested territory.
