POLICE FAILED TO EXECUTE WARRANT BEFORE MAN KILLED PARTNER'S TODDLER
Police issued an arrest warrant against a man 18 months before he killed his partner's two-year-old daughter, but failed to execute it during that period. The child, named as Isabelle Welsh, died in September. Harrison Simpson, aged 22, and Alexandra Walker, aged 26, are named in connection with the death.
