LLOYD'S OF LONDON FINDS FORMER BOSS BREACHED COMPLIANCE RULES

Lloyd's of London has ruled that its former chief executive John Neal breached compliance rules by failing to disclose a "close relationship" with Rebekah Clement, then corporate affairs director. An investigation by the Council of Lloyd's found that the relationship "was sufficiently close during their employment at Lloyd's that it could be viewed as creating a perceived conflict of interest" and that neither Neal nor Clement disclosed it. The council said the failure to disclose represented a breach that "fell significantly below" the organisation's standards and created a "missed opportunity" to manage potential conflicts of interest. Senior managers at Lloyd's raised concerns about the relationship directly with Neal on more than one occasion during his employment.

The investigation could not find "conclusive evidence" that Neal and Clement were romantically involved, nor did it identify any process failures in relation to Clement's promotion to her role. The Council of Lloyd's launched the investigation in November 2025 after its chair, Sir Charles Roxburgh, became aware of fresh information about the relationship. The investigation also uncovered a series of whistleblower reports dating back to 2023 that had not been escalated to senior management, which the council said constituted a breach of the market's governance rules. Lloyd's reported this breach to the Financial Conduct Authority.

Neal served as chief executive from 2018 until May 2024. He subsequently announced plans to join US insurance firm AIG as president but withdrew from that position in November 2024 citing "personal circumstances". A lawyer for Clement stated that she was "hugely disappointed" with Lloyd's conduct during the investigation and said the organisation had found no evidence of an inappropriate relationship or failings in her promotion, yet had chosen to find against her "on the pretext of 'perception'".
