ANDY BURNHAM PLANNING PRIME MINISTER AGENDA FOR YEAR, ALLY SAYS

Andy Burnham has been developing plans for a potential premiership for at least one year, according to Louise Haigh, a key figure in his operation. Haigh, who served briefly as transport secretary in Sir Keir Starmer's government, told the BBC's Political Thinking with Nick Robinson that Burnham's path to No. 10 became apparent following Labour's election results in May. Burnham remains the sole candidate to have publicly declared an intention to replace Starmer as Labour leader. Nominations from Labour MPs have opened, and should Burnham become prime minister later this month, Haigh is expected to hold a significant role in his government.

Haigh is the MP for Sheffield Heeley and describes herself as part of the "soft left" of the Labour Party. She has been involved with Burnham and other senior figures in transition talks with the civil service aimed at ensuring a smooth transfer of power. Haigh noted that Burnham previously stood for Labour leader in 2010 and 2015, describing his nine years as Greater Manchester mayor as a period spent studying how the country operates. She defended the absence of detail regarding potential cabinet members, stating that Burnham was not "beholden" to anyone and therefore free from negotiation constraints.

Haigh characterised Burnham as possessing "very, very clear ideas and a plan" to address regional inequalities across Greater Manchester and beyond. She rejected suggestions that he was "unprepared or inexperienced" following his period outside Westminster. Haigh stated that Burnham intended to set out his agenda before assembling his government team around those priorities.
