BURNHAM FACES £4.7BN DEFENCE FUNDING GAP IN BUDGET

Andy Burnham will need to identify an additional £4.7bn to fund a defence investment plan announced by outgoing Prime Minister Sir Keir Starmer, according to Defence Minister Luke Pollard. Sir Keir committed £15bn of spending over four years to boost UK defence capabilities in one of his final acts as prime minister. The Treasury has identified £10.3bn in savings, leaving a shortfall that Pollard said the next chancellor will need to address in the autumn Budget.

Pollard told the BBC that allocating resources to close the gap represents standard government practice, noting the previous administration had made similar announcements ahead of budget statements. He indicated that the incoming chancellor would have access to headroom—contingency funds—set aside by current Chancellor Rachel Reeves in her November Budget. Burnham, who is widely expected to become prime minister on 20 July, was informed of the £4.7bn shortfall on Tuesday when the Treasury published its financial breakdown. Pollard stated that Downing Street had maintained close dialogue with Burnham's team throughout the process.

The defence investment plan aims to reverse what Sir Keir described as the "corrosive hollowing out" of the armed forces. Under the proposals, defence spending will increase from 2.6% of national income in 2027 to 2.7%, equivalent to nearly £80bn annually by 2030. Pollard expressed support for Burnham becoming prime minister, while Energy Secretary Ed Miliband is seen as a potential candidate to become chancellor should Burnham assume the top role.
