OXFORDSHIRE COUNCIL SEEKS HIGH COURT INJUNCTION TO BAN FLAGS FROM LAMPPOSTS

THU 18 JUN 2026

Oxfordshire County Council has applied to the High Court for an injunction to prevent the placement of Union Jack and St George's Cross flags on lampposts and other highway infrastructure. The legal action follows the emergence of the Raise the Colours movement on social media last summer, which led to thousands of flags being hung across the United Kingdom. Council officers reported encountering aggressive behaviour whilst removing the flags, and the authority issued a formal legal notice to the group in April after receiving multiple complaints from residents.

The council stated that the flags have created "fear and division" within communities and cited safety risks, intimidation and distress as grounds for the legal challenge. Should the injunction succeed, it would prevent unauthorised flag placement on public highway infrastructure, though flags displayed on private property would remain unaffected unless they obstructed drivers' views. Councillor Tim Bearder, leader of Oxfordshire County Council, said the application aimed to protect residents and the council's workforce, and reflected the authority's commitment to its diverse communities and Council of Sanctuary status.

The increased visibility of flags across the country has generated public debate. Some politicians have expressed support for flag flying, whilst other public figures, including Church of England bishops, have stated their opposition to the use of Christian symbols such as the England flag for purposes of intimidation. The council's statement noted that legal action addressed trespass, highway obstruction, and incidents of confrontation or harassment faced by council teams and residents during flag removal operations.
